(1) There will be a promotion committee as follows to recommend for promotion to the position of authorized level of health service:-
(a) Chairman of the Public Service Commission or a member of the Public Service Commission appointed by him - Chairman
(b) Members of the Public Service Commission designated by the Chairman of the Public Service Commission – Member
(c) Chief Secretary – Member (d) Expert in the relevant subject nominated by the Public Service Commission – Member
(e) Secretary of the Ministry of Health – Member – Secretary
(2) Notwithstanding anything else written in this Act, for promotion to the twelfth level post, the promotion committee shall recommend at least fifty percent of the vacant posts on the basis of performance capacity, and the Government of Nepal shall promote the candidates deemed suitable on the basis of seniority and work efficiency from among the candidates so recommended. .
(3) There will be a designated promotion committee to make recommendations for promotion to the post of assistant level of health services.
(4) The procedure to be adopted by the promotion committee for recommending the promotion of employees shall be as prescribed.
(5) The meeting of the promotion committee will be held every 6 months and the recommendation for promotion should be completed within three months from the date of receipt of the promotion application form.
